Status Code 445E - 0000 - D080 - 0200 - 8007 - 2741

Today I bought Terraria for the Xbox One, and I noticed that if you uploaded characters and worlds from the 360 you can download them. I wanted to do that since I got it from Games With Gold however many months ago when it was free. I went to boot the game
up, and it said it needed to download an update. It made no progress at all, and gave me a message with the status code 445E - 0000 - D080 - 0200 - 8007 - 2741 at the end. I figured I'd delete the game, and try re-downloading it, but I can't. Even if I go
through my download history to Terraria it wants me to buy it even though this is the account I got it from with Games With Gold. If I try to do the free trial it won't work either, I think it told me to check my connection or something like that. I tested
my connection for Xbox Live and it was fine, the One even works perfectly fine. I tried clearing my cache and deleting the marketplace data, and then I reset my console. Still nothing has changed.

After this I decided to try a game that I have purchased rather than getting for free via Games With Gold. Metal Gear Solid V: The Phantom Pain is a game I purchased on Christmas last year, and since I cleared my cache I've gotta re-download any updates
it may have had. Well, in this case the download did progress. However, after the bar was completely filled it sat there, and then gave me the same message as I was getting with Terraria and the same status code. So now I can't even play any of my 360 games
if it needs an update unless I go offline and don't download the update, and if a game is no longer on my hard drive and I don't own a physical copy it's impossible for me to play at all.

Assistance in solving this issue would be very appreciated because I don't know what to do. I've never had any issue like this before.
