    Hi there, if your country is there and your state is missing from the selection drop down it might have be added manually by support. The best way of contacting them is via this link ( https://support.xbox.com/en-AU/contact-us ). Be mindful it can take some time for them to get back to you, so be patient and I am sure they can resolve your issue for you.

    Hi,

    Tax differs by country/region you'll need to either reply with exactly what state you're in or if you're in another region.

    In New York State it's 8.875% which would bring that game to around ~$32.65.

    If you don't have enough balance in your Microsoft Account you'll need to add a payment method and start the transaction using that method of payment. You'll be prompted along the way to use the remainder of your Microsoft Account balance and you'll be charged
    the remainder on the payment method.

    Oh, don't worry.

    About the physical billed and issued in the same country I refer to this:

    Example: you're living in United States

    Your Microsoft account region is set to United States and your birth year is more than 18:
    https://account.microsoft.com/profile

    Your PC region is set to United States
    Select Start > Settings > Time & Language > Region = United States

    As you live in United States, your card was issued there.

    If your case matches with the example above (change United States for the country you live)

    Try adding the payment method here:
    https://account.microsoft.com/billing/payments

    That should do the trick
    If maybe the issue persists the next step will be ask a Microsoft agent to see if it's possible to manually add your payment method

    Or if they can check further on your account for any hidden restriction or error
