Not exactly. You've got the amount per level correct, but once you reach level 1, you need to spend another $300 to get to $700. Then another $500 to get to $1200, etc. Basically to get to level 5, you need to spend a total of $2800 in a year, not $7100.
But your progress resets each year. So say you are at level 4 when ranks reset, instead of spending another $800 to reach level 5, you would need to spend at least $2000 before the next reset in order to stay at level 4 or spent $2800 to reach level 5.

Your MyVIP Star Rank is determined by your pre-tax spend amount made on eligible content in the Xbox Store. Your 2015 MyVIP Star Rank is determined by the total amount that you spent in the previous year from 1 September 2014 to 31 August 2015, or starting
from the time when you enrolled in Xbox Live Rewards. Here are the current spend thresholds for each level, which can also be viewed in our Terms and Conditions.

One Star - $400

Two stars - $700

Three Stars - $1200

Four Stars - $2000

Five Stars - $2800

Purchase more eligible items and track your progress towards your next VIP Star on the MyRewards page.

This is the total eligible spending required for each star's breakpoint. For example, Five Star only requires $2800 in total eligible spending, not another $2800 in additional spending, as Smwutches says.

As stated in our FAQ and on your MyRewards page, the level requirement of VIP level 3 is 900 euro. Since you did not spend this amount, you were not placed at rank 3. After reviewing your account, I can confirm that this is accurate. Keep in mind that you
are enrolled as a German Rewards member. This means that only your purchases made in Euro are eligible for Rewards. We see that you have spent in multiple different regional currencies since your enrollment, which is why your VIP progress
last year was maybe less then you expected.

Xbox Gold subscriptions were also not included in the calculation.

ok I have gone thru said dates and even skipped a few others that I am aware of that were also not on the dates you have mentioned and find that I still have spent (in AU currency) $1308.74 if you disagree with this amount I am going to have to see the physical
$ and items individually on what HAS and HAS NOT contributed towards my vip level as I only needed to spend a balance of $800 to reach the next vip level from level 3 to 4.
