Specific reason for the inability to transfer Xbox data between Microsoft accounts?

So I know that this topic is asked many times by many people, and getting the answer that transferring data from an Xbox console/Xbox Live between an existing Microsoft account to another Microsoft account is impossible. But I am genuinely curious of the exact
reason why it is impossible. Does Microsoft not have the right technology or knowledgeable staff to do this? Maybe it's more of a general data issue for conversion? Or is it just because Microsoft doesn't want to bother?

Anytime I or any of my friends ask this question to Support, we get the typical
sorry-that's-not-possible-try-this-instead response. And asking for the exact reason to Support returns a very avoid-like response. So I've resorted to asking here.

P.S I've never been here before so if this "discussion" needs to be a "question", just say the word.

I believe it might be used for abuse e.g. accumulate microsoft points with ease especially with a bot

License reasons.This has been a very long discussion since day one of OG xbox.

you can transfer the games to other user for Licensee reasons but you can change the email and the name of the account

I don't know the reason, but if I had to hazard a guess it would be to prevent people from scamming young/vulnerable gamers out of their games and anything else of value on the account.
