Specific Game wont download

Discus and support Specific Game wont download in XBoX Games and Apps to solve the problem; I am trying to downlaod sea of thieves on xbox gamepass Pc but it keeps swapping back and forth from downlaoding to in queue.     I am trying to downlaod sea of thieves on xbox gamepass Pc but it keeps swapping back and forth from downlaoding to in queue. This issue does not occur when i try to download any other game

    Fallout 3 specifically wont download

    Digital content usage was reported as being down and while Xbox Support on Twitter had reported it was fixed, some users may still be affected (as of me writing this.) That would explain why the Gamepass installation was failing. It shouldn't have affected
    your installation on disc.

    Does it have an error code?

    Also it sounds like the disc you bought was damaged.

    Check your game disc for visible scratches or superficial damage. If that is the case contact your retailer for a replacement.

    You'll have to find a way to connect to Xbox Live.

    Or you wont be able to download the update to play Jade Empire.

    At this time they don't have a way of downloading a specific game title update without being connected to Xbox Live.

    different regions = different laws

    also distibution and copyrights play into it

    certain songs or content may only be allowed in some regions so they restrict it

    violence and songs tend to be controled by CONTENT laws and distubtion rights

    you must abide by those laws
