Sorry your account is unable to make this type of purchase from xbox.com

While trying for months in order to make it so I no longer had to use an old 360 in order to install the free 360 Games With Gold title, I finally found this little nugget on Xbox.com reading

I'm getting the message "Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox."
This error means that the Microsoft account that you're trying to use to make the purchase doesn't have the ability to make the purchase.

Child and teen accounts are prevented from making purchases in the Xbox 360 Marketplace. Changing your Microsoft account age or your purchase settings won't resolve this issue.

To resolve this issue, purchase or download the content on your Xbox 360 console.

Basically this is saying that Microsoft has given up on fixing the issue and that they don't care. My account is not a child or teen account, my age is over 18, and my purchase settings are unrestricted. So in theory, my account should have no issue, but
it still does. This problem has been going on for years, and Microsoft finally responded by saying 'You can't fix it anymore, if you don't have a 360, then you don't get the game', which makes absolutely zero sense. The whole Windows 10, Xbox One, and Xbox
360 Stores being entirely separate entities from each other has worked out in such an awful way, creating problems that really make a huge inconvenience to anybody who has to experience these issues.

Family account - unable to purchase Call of Duty Black Ops I on xBox One even with full permissions

My son has a family account which we have given full permissions to purchase all ratings of games, but both on xbox.com and on his console we are unable to make the purchase from his account. On the console we receive "At this moment, this can't be purchased
on Xbox One (0x8c150020). On xbox.com we get "Sorry. Your account is unable to make this type of purchase on xbox.com. Please complete this transaction from your xbox."
