Someone please help! What is a PEX-NotFound error?

So, I just got off the phone with xbox support and they told me there is no such error. Then why am I looking at it? It occurs when I either try and change my payment method such as use a different credit card or paypal account. And
I get the same message if I try to gift a game. Which xbox support told me cant be done. (but there's a button on every game page). The message looks like this:

redeem code feature doesn't load!!!!!

Every time i go to redeem a gift card code i get a screen that says "try that again" something happened on our end, waiting a bit might help.

Problem fixed. After a full system shutdown and new console update. I finally replaced the plugin it was missing.

To run Halo on the PC platform you need to run DLC but the error appears Pex-CataloAvailability Data not found how to resolve this problem

Also whenever I try to download the dlc from mcc it gives me an error saying "something happened on our end. waiting a bit might help." however i have been getting this message since 12 hours ago. the error code is PEX-CatalogAvailabilityDataNotFound.

I am playing Forza: Horizon 3, which is the ultimate version. I just unlocked the DLC purchases of Blizzard Mountain and Hot Wheels a few days ago, but I have always encountered this problem. I tried to change the DNS and it became PEX-CatalogAvailabilityDataNotFound.
If there is no change, it will keep "please wait", what should I do?
