Someone on first console used to purchase games cannot play them.

So recently my HDD got messed up and made me format it after an update. Everything, all games and saves are gone. I just redownloaded Black Ops 2 today on the same console I have bought just about everything on, and my brother cannot play it on his own account,
it says "You must be signed in with an account that has purchased this game" or something along those lines. When I go to my account and go to update licenses it even says my licenses are already up to date with the service and to update game licenses I must
redownload the game....which I have done.

Prepaid money not working.

If you are trying to purchase the game on the website you should note that currency cannot be used.

Currency can only be used on the console for purchases at the moment. Although you cannot specifically choose it the purchase will default the payment from the currency first and then take any extra that may be left over from your alternate payment method.

Used console and digital games question.

I was wondering what happens here?

Used consoles are not my thing. I was helping someone today who bought a used console and all games that were digital on it. There are 3 previous accounts on it but he cannot sign into any of them. He created his own account. It is set to his home console
yet whenever he launches a game it returns to the home screen.

What needs to happen for him to play the digital games on the used console?

In order for other people on your console to play GoD games, you'll have to License Transfer to your console. You'll have to in turn, re-download the games again for others to use them.

If you read my post I already said that was done. I can't even transfer if I want to, as it says "Your licenses are up to date with the service", and it tells me to download the games again to update licenses. Which I have done.

No the 2nd console would be able to use it offline or online whenever the gamertag is on it or not

However the 1st console only the purchasing gamertag can use it online and cannot use it offline

No other profile can use it offline on the first console. If you want to use them both offline then a profile on the 2nd console will have to purchase the content if you want to use them on both consoles offline or by other profiles without the drm transfer

If the games were purchased by someone else, they would need to be able to set the new console as their Home in order for you to access the games. Simply moving them to the new console will not allow you to play them unless you purchase them on your account.

Were you sharing the Home console of someone else at the time who had Live Gold? You may have been playing their game if you cannot remember purchasing the game for yourself.
