And I would report it to you internet provider . See if they will investigate it 👍

Contact your ISP if you have a static IP assigned to your router, the IP they have isn't specifically your xbox, but your public facing IP.

You can also reset your router, which should assign it a new IP from your ISP automatically if it's assigned by DHCP.

The person who claims to have your IP, report and block them. they can only get your IP if you're in a party chat or closed lobby with them being able to packet capture the traffic.

XBox is unable to change it. You will have to contact your ISP to change your IP address.

Call them ask for a IP address refresh this will change you IP address.

You can re-boot your cable modem and router this may also change your IP address automatically.

After you reboot check the internet speed and it will show your new IP address, if not refresh IP address then call you ISP to change it.
