Some games will not load with restrictions set on none.

Thank you for taking the time to post this on the Xbox Forums. We understand that you are currently experiencing difficulties with launching certain games online.

You mentioned that you have already attempted most troubleshooting steps, but if you could provide those for us, as so that we may not provide any redundant info.

If you haven't already, I would encourage you to use a soft

factory reset on your console, so that you may reset the operating system of the console.

This can be done by following these simple steps:

1. Press the Xbox button to open the guide.
2. Select System > Settings > System > Console info.
3. Select Reset console.
4. On the Reset your console? screen, you'll see three options:
   • Reset and remove everything. This option resets the console to factory settings. All user data, including accounts, saved games, settings, home Xbox associations, and all games and apps will be deleted. You should use this option when selling
     or gifting the console to someone else. You should only use this option as a last resort in some troubleshooting cases.
   • Reset and keep my games & apps. You should use this option as your primary choice when troubleshooting. It will reset the OS and delete all potentially corrupted data without deleting your games or apps. This will save you from downloading
     or reinstalling the large game files. In some cases, if a corrupt game file is causing the issue you're troubleshooting, you may have to choose
     Reset and remove everything, but you should always start with
     Reset and keep my games & apps and save Reset and remove everything as a last resort.
   • Cancel. To back out of this screen, simply select the
     Cancel button. No action has been taken at this point. This is a safe exit from this screen.
     

I recommend that you use the Reset and keep my games & apps
option as this will save you some time to be able to get back to gaming as soon as possible.

Please, keep in mind that you will need to know the email and the password to your account as this will remove all accounts and home Xbox associations from your console.

Additionally, you will be prompted upon adding your account that the console has found your old settings, I implore you to attempt to configure them yourself instead of receiving them automatically.

The privacy settings on your account will not affect the age restrictions for specific content. When setting up an account, you are asked for a birthdate and if you put in an accurate birtthday and you are not a legal adult, some content might be restricted.
In some cases for EA specifically, an age of 13 or higher will be required to play some games. If this applies to you then that would be the issue as child accounts are restricted no matter what the privacy settings are set to. Hope this helps. Thanks!

He should be able to access the games but some may be restricted by age settings

While you can change the preferences in family settings to control a childs privacy and such, some games or their publishers have their own restrictions based on the account age. That age is deterined by the age of the Xbox account. Your family preferences will not overide restrictions set by the game publishers or the service providers (Xbox). For example, I think it is EA that restricts some online content to 13yrs and older. That cannot be changed via family preferences.
