Software gift recipient hasn't received his email or code

order history. Also check your email as they sometimes send it on your confirmation purchase email.

My gift recipient hasn't responded to my question about whether or not the gift was ever received in another mailbox, but I was able to log in to Microsoft and acquire the serial number or code for the software AoE2DE, so I told him how to get the gift
from the Microsoft Store. Thanks for your suggestions!

in Outlook there are 3 inboxes; Focused, Other and Junk.

Focused is opened by default so it could be in Other or Junk

I have an email with an order number, but my gift recipient never received a gift code. There is no gift code attached to my order online. I definitely sent it as a gift.

Have you already checked if your purchase for this gift was successful? if it was, it should appear as "Completed" on your order history:

https://account.microsoft.com/billing/orders

If your purchase appears as completed, please double-check it was sent as a gift and if it was sent to the right person. Look for the label "Gift for (the recipient's Gamertag)", it's usually right under the item's name.

*** If your purchase was sent as a gift, it should let you see the redeemable gift code that was supposed to be sent to the recipient's email/account. Providing this code to the recipient should work just as well if they had received it via email. ***
