So xbl is working..

I heard somewhere that XBL will work for anyone who has an account on the same console, so yes, she'll be able to enjoy XBL as well.

Customers who previously downloaded the content are still able to do so. XBL support has suggested that the content does not reside on XBL servers at all, but that is not my understanding of how XBL works.

I'd like to find a remedy to DL these content packs...

I've been trying to update my "Payment Option" for like 3weeks now, with getting both of these errors, I cannot even click on the My account button on the website, but of course it will let me purchase microsoft points?

Anybody know what to do? I have made other payments with the card, and it works with other products, and have always been using it for Xbox live.

You need to contact Xbox Support. They can be reached at 1-800-4MY-XBOX. They can help you update your payment option.
