I'm very sorry to hear that you keep having this happen but let me provide abit on insight some people get a good giggle in by making ppl upset and when their target gets angry and sends a nasty or even not so nasty message they report it and claim its offensive
to them and the enforcement team must then act so it not always their fault. alternatively you may have said something even not a big deal to you may have been a big deal to them. I suggest when dealing with toxic players is to report their behavior and not
take the responsibility of engaging with their negative actions yourself

The way I look at it is this.

Say you walk into a Chuck E Cheese and decide that you want to just start cussing people out.

Do you think you should have the right to stay in the business?

MS expects Live to be E for everybody just like there is rules when you walk into a physical business.
