We understand that you want to download all the inclusion of the for ultimate pack for your Forza Horizon 4. The Ultimate Pack includes the full game and all the add-ons, so you should be able to access them on any Xbox console that you own.

Here are some steps you can try to resolve the issue:

1. Check if you’re signed in to the correct account: Make sure that you’re signed in to the same account that you used to purchase the Ultimate Pack. If you’re not, sign out and sign in to the correct account.
   
2. Check if you have the latest updates: Make sure that your Xbox Series X is up-to-date with the latest system updates. You can check for updates by going to Settings > System > Updates & downloads.
   
3. Check if you’re using the same version of the game: Make sure that you’re using the same version of Forza Horizon 4 on both consoles. If you’re not, try updating the game on your Xbox Series X.
   
4. Restore your licenses: If none of the above steps work, try restoring your licenses. You can do this by going to Settings > Account > Restore licenses.

What if its a game add on? I recently bought the gta starter enterpirise pack on my xbox series s and I'm having this issue. When I go to my full library it only shows games and not add ons. What do I do?

When you go into microsoft store on xbox and go to forza 7 does it say that forza 7 ultimate edition has already been bought? It should say you own this, if so go to add one for this game just underneath and make sure they show as installed, any that say
owned you can go and download them to your console. And the hoonigan pack, if installed can be got by loading game and going into the in game store and looking for the cars marked free, these will be the vip cars and the hooligan cars.

I just ran into this issue. However mine is a little different. My Wife and I share the Xbox One S and I installed the game on my profile and have access to everything. I bought the ultimate edition so I got the game early. On both of our profiles we had
access to all the car packs that came with the UE plus the Amazon pre order bonus. All of a sudden tonight my wife doesn't have access to anything but the game. All car packs and dlc cars want us to purchase them again.

I tried all the options posted and it is not working.
