SLOW downloads(games) finally got NAT open still slow

Hey folks just got this rig on Tuesday ...used. Installing 2 games from disc was painfully slow(Ryse & Forza). Then the game updates while signed in to live(I've been gold since forever on the 360), I couldn't fathom the speed. Honestly I'm not a real champ
when it comes to modems, routers, and software. I'm OK with hardware, I can fix the RROD =), and take a tower apart(arctic silver/heatsinks are normally the problem) but I need the internet to troubleshoot anything. This I have researched quite a bit....when
the chance to. I started out with MODERATE NAT.

I have ATT DSL in 61104, 60ish miles west of the windy city. My modem is Netgear WNDR3400V2. Started out as "moderate" NAT, downloads varied from .15-1.7 and latency varied from 65-700ish. I tried port forward, then a router cold boot by suggestions from
xbox support. Still "moderate". Today at the same time(I know I should have done separate) I changed energy saving to ON, and also cleared the MAC addys. Finally the NAT read "open", but tests read very low on upload and very high on latency.

I opened the router page, and did a router reset through the router. Nat still says open....but the DL speed is still only 1.1. THIS UNIT IS HARDWIRED for speed, I can run wireless, but I haven't even tried gaming online yet....just the game updates. I've
always hardwired the 360, never this issue. I cant comment on party or game lag....I haven't tried it on the XO yet.

Any ideas where to start?

My nat is nat type 2/open. Once it got to around 40% if then downloaded fully within minutes. Not sure why it downloads slow in the beginning.

 

Xbox One High Latency When Connected to a Router

I just tested again and have 1.81 Mbps download....best its been, and 67m latency....close to best. 1% packet loss on DL. NAT is open(I left the counsel on to finish free KI(went from 7% to 16%....after finishing Forza "update" from 88%-100%).... all in
about an 1-1.5 hours. Still seems slow? I test it and gives me NOT a code...but problems with "xbox live core services" see "xbox.com/status" which my comp cant find.

Something seems fishy to me....granted I've owned 360 since basically the release. Very familiar with RROD. So what hardware issue is wrong now? Or is it just me on the networking end? Or my hardware for ISP?
