Skyrim Anniversary Edition PC Gamepass and Xbox

Yes, the Skyrim Anniversary Edition on Xbox and PC are both different license’s which means that if you purchased an add-on that is for PC it is only accessible on PC only this is why you’re still being asked to purchase the content on Xbox console.

The only time where you can access a game as well as DLC both on PC and Xbox is if the game is an Xbox Play Anywhere game.

Just like with Skyrim's base game, there are two versions of the Skyrim Anniversary Upgrade, one for Xbox consoles and one for PC. You can see this by clicking on the following links and scrolling down to the "Playable On" section.

These can't be shared across different platforms, as they are not part of the "Play Anywhere" program. In order to play the Anniversary Upgrade on PC, you'll need to purchase its PC edition.

I think it is because you are trying to download Sea of thieves instead of the anniversary edition.

Try this:

Open the Microsoft Store(No the gamepass app), then search for Sea of thieves: Anniversary Edition and try to download that.

Unfortunately, the Skyrim anniversary edition doesn't include achievements or you installed it on an app website or that isn't owned by Microsoft.

Regarding the save game files, your son should be able to access his save game files from Skyrim SE on his profile. However, it's important to note that save game files from Skyrim SE may not be compatible with Skyrim Anniversary Edition. Your son may need to start a new game or convert his save game files to be compatible with the Anniversary Edition.
