Signing my permaabanned account to my new Xbox one will also get my new Xbox banned?

I think so, if you try there should not be any problem

I am able to sign into the old account, i checked my enforcement details and it had said that i was experiencing a permanent ban, however, the console i was playing it on was also banned no accounts on it were able to use online feautures

Just an FYI, if your banned account was set as the 'home' on your console, then you should still be able to play your games offline (obviously this would exclude online games and modes).

I got suspended. Does this mean I lose all of my games?

Lastly, if you have the games stored on an external, you can move the games to a new Xbox One and continue playing them offline.

Console bans aren't really something that Xbox takes lightly. Personally if both your account and your old console were both banned I wouldn't risk trying to use your old account on the new console. However you could probably log into it. Of course you'd
have no online access and you would have forfeited any digital games tied to it once permabanned. So it would be unwise to risk logging into it on the new console when you can't access anything tied to it.

Signing into the account itself won't do anything to harm the Xbox at all. The fact of the matter is, if an account is straight up perma-banned all privileges it had would be stripped. That includes purchases from games, subscriptions, and movies & TV. If
you did something to result in the account being banned as such, then you'll have to just accept all that stuff is gone. You most likely can't even put the account on the Xbox I wouldn't think... like sign in at all.

If it's the device that was banned but your account is not you should be ok. If you can log into your account at Xbox.com Then check on the Enforcement page.
