There is a current service alert on https://beta.support.xbox.com/xbox-live-status affecting core services like signing in or adding accounts.
I would suggest logging into the webpage that I linked and sign up to receive a notification when the issue is resolved and you can sign in again.

Sorry for the issue with the error code. The code you are receiving is a destiny error code not an Xbox error code. You will need to look on their forums and such for a solution. This was on a forum of gamefaqs for the error.

i doubt its related, this is on bungie.net We are actively investigating issues impacting players' ability to sign in to Destiny on Xbox 360. Until resolved, players may experience disconnects or be unable to sign in.

Having the exact same issue, error code on Xbox One.. But can sign into every other device. Same error code. Been happening since 6/12 in the PM. Chatted with Netflix, which was of no help. Same advice, sign out then back in and try again.
