Sign in popup disappears before I can enter login info?

My problem began when I switched from Game Pass Ultimate to just an Xbox Live Gold membership. When I attempted to load anything online, I was met with an error saying 'temporary network outage'. So, I hard reset my console, re-connected my internet, and still nothing, so I turned off my console and left it for a few days. This past weekend, I was having the same issue. This time I decided to remove my account in an attempt to log in again. However, this introduced a whole new issue. Now, when I choose 'add account' I get a popup, see the circle spin, and then the popup disappears like nothing happened.

I called Microsoft to try to get some help and was told to do a few things:

Enter troubleshoot mode and reset the console (keeping games & apps). No luck.

Download OSU1 (offline software update file) to a USB stick and enter troubleshoot mode to apply to my console. No dice.

For the record, I did attempt OSU2 to see if it would help and did not. I did try a second time to apply OSU1 via USB as well.

With both steps, I got a message saying 'there was a problem with the update.' If I selected check network, I then got a message saying 'that's awkward. we thought your console needed an update, and it did not.' which then sends me to the home screen where I attempt to sign in again and still have the same issue.

Microsoft now wants $249 (nearly half the MSRP of the now 2 year old console) to even look at it, which I have no interest in paying and still feel like there is a missing step to remedy this seemingly software-related issue. Any ideas?

I have tried all of the solutions but the sign in screen will still flash and then crash whenever I try to sign in. I don't get any code due to the problems or a box to enter my login, it will just disappear.

so i need to download gamepass to use my unlocked content? i receive an error message from the gears.rockstarenergy.com website when i try to redeem my content, i have my xbox info linked to my rockstar account, but i still receive the message.

"Xbox Login Error: Error opening popup window. This can happen if you are using IE or if popups are blocked in the browser."

anyway to resolve? I'm entering all my information correctly, code on can correctly, but seems to be trouble with unlocking items.

I am having the same problem. I enter the third gamer's email. it sends me to a login page. i enter the info and then it asks for the parental login info. so i enter that and it seems to take only, it sends me into a loop of gamer info and parental info.
why isn't it allowing me to add the user?
