Sign in menu doesnt appear on my Xbox one when the add new button is selected.

You can do this by clicking the Xbox guide button and then on the sign in menu click "Add and manage" and then select your profile.

To add it back on do the same , by clicking the guide button and then on the sign in menu click "Add and manage" and click "Add new" and then input your Microsoft account details

Is the DLC appearing here?

Is the DLC appearing when you go to manage your add ons?

In My games & apps, highlight a game (but don’t select it).

Press the Menu button  on your controller, and then select Manage game and add-ons.

No im not in the insiders program, and when on pc/xbox one x the new add ons ( to buy) only appear if i go to the individual game. It doesnt show new available add ons in the store when i click new add ons.

Make sure you are signed in on the Xbox with the account that was used to purchase the content, then highlight the game in my games & apps, select the menu button on the controller and select manage game & add-ons. You should find all the add-ons available
from the ready to install section of that game.
