Sharing games and xbox gold live/gamer tag between two devices

My son currently has an xbox one at our house and an Xbox Gold Live account. He wants to get another xbox one at his father’s house but be able to log in using the same gamer tag and xbox gold live account and play the same games. Is he able to do this?
Can he just sign in and then take the physical game discs back and forth or his external hard drive where he’s stored games he downloaded? He would like to keep all of the same settings and progress that he’s established on our xbox for when he goes back and
forth between our two houses.

Since the gold is tied to his account, he can sign in and use his gold on any console he wants to. As long as he's signed in, game progress is stored on the cloud and will sync when he starts a game. If he has purchased any games digitally, he can redownload
them as well.

You need to make your consoles “my console” in the configurartion of your xbox

Yes, he would be able to sign into his Xbox account (Gamertag) on the new console and use an external hard drive for saved games on Disk, and also be able to redownload any digital games on the new console and play them.

He would also still have acess to any Xbox Live subcriptions purchased through the account.

You can not transfer 'Premium' between gamer tags, you can not transfer 'Gold' between gamer tags. You can however play Premium content with another gamer tag on the same console (so have both accounts on the same xbox and job done).

Yes, it works that way. I have two Xbox One's in my house and share gold between them. You just need to make sure to activate it.
