Settings wont open

Every time I try access the settings menui get an error message stating "you need to install the game or app for this" Error message code is (0x08270254)

Forgot to mention you cant change the setting unless its connected via HDMI the menu wont open

 

wont open any apps/settings/play disc

Mine was doing that earlier, I turned it off fully (by holding the power button until it powered down) then turned it on again.

 

Let’s Power Cycle the Console: Please unplug from the power supply for two minutes then try again.

Please Reset your Internet Connection also.

Sorry to hear about that.

That powercycling step that was previously posted would be a great step to try but if that doesn't work, then you might want to try going through a soft reset through the troubleshooting menu.

Here are some steps on how to do that straight from our page
Troubleshoot Xbox One startup errors :

1. Power off your console, and then unplug the power cord to ensure that the console is completely powered off.
   
2. Wait 30 seconds, then plug the power cord back in.
3. Press and hold the BIND button (located on the left side of the console) and the
   EJECT button (located on the front of the console), and then press the
   Xbox button on the console.
4. Continue holding the BIND and EJECT buttons for 10-15 seconds.
   
5. Listen for two “power-up” tones a couple of seconds apart. You can release the
   BIND and EJECT buttons after the second power-up tone.
   
6. The console should power up and take you directly to the Xbox Startup Troubleshooter.
   

When prompted, select Keep games and apps. This option will reset the OS and delete all potentially corrupted data without deleting your games or apps.

Give them a shot if powercycling doesn't work and it should clear up your issue.
