Settings won't change - PUR3001

So I'm trying to buy a game on xbox one (BF4), but no matter what I try to buy I get an error, telling me to ask a parent to change my settings. My parents have check the settings multiple times for xbox one and 360 and they both are supposed to let me
buy anything. I can buy things just fine on 360. I'm trying to buy the game with money in my Microsoft wallet.

I cant change Privacy & online safety for one of my family accounts to allow purchases

I have been trying for about a month, including 3 chat sessions with support, to change my sons gamer tag. Here are the steps I have taken and things I have tried. I am fairly sure his account is broken and needs someone at microsoft to fix it.

With his account set as a child account:

Purchasing the gamer tag name change, result is PUR3001

Changing Privacy and Online safety settings to allow purchases, press save, then check back and the setting is back to the original setting.

With his account as an adult account (including updating his birthday to be "adult age":

Purchasing the gamer tag name change, result is PUR3001

Going to Privacy and Online safety settings it spins for quite some time then eventually says "Sorry, Xbox 360 Online Safety settings is not available at the moment. Refresh the page to try again."

Change the account to not be a part of my family at all:

Going to xbox settings takes me to the support page

 

error code PUR3001-settings wont allow purchases

i am having the same problem with my son's account. i've adjusted privacy settings but I"m still having this PUR3001 error

To change the setting, just go to your account on xbox.com and Security, Family, & Forums > Online Safety for Xbox One. (if you have a teen/child account you'll need a parent to do that). But the problem I'm having, and so are some other people, is that
the settings say that I am allowed to, but whenever try to buy something it says I'm not allowed to. Apparently this problem just fixed itself for some people in a few days, but I've had this for over 2 weeks :/

 

I posted this 15 days ago, isn't official support supposed to reply in 24-48 hours? Anyways, I ended up calling support and they had no clue what was happening, so they had to transfer me to customer care. They are also supposed to reply to you through email
in 24-48 hours, even though it's been 3 days. I'm really question why I chose Microsoft over Sony.
