Settings app won't work

Ok, so I'm having this weird problem where when I open the settings, everything seems fine, but when i go to click on some of the subsections, such as the security and passkey, privacy and online safety, and about 80% of the other tabs, they won't open.
I click on one, the screen dims, and the little loading circle appears for half of a second before disappearing and nothing happens. I have tried logging out and logging back in. I've tried doing a hard shutdown (several times), I've even done a hard shutdown
and unplugged everything for 30 seconds. I can't access my settings and its bugging me.

Xbox 360 Smartglass

My Xbox Smart glass app won't connect on any of my devices and I'm not sure why. It used to work fine and I haven't changed any of my WiFi settings or Xbox settings

In the settings menu there is a Game DVR option, switch it off. This also means the DVR app and "Xbox Record That" won't work.

Thanks for the support message.

The only other option is to try to follow the offline system update diagnostics tool and restore the console to factory defaults. Since you can't access the settings and you have already done a hard reset, then there are no other steps to try. Please see: Xbox
