Setting up two Xbox consoles

I don't have a consistent internet connection I only get to connect here and there I just want to use my current account for both consoles but I want to be able to play both consoles offline can I do that

Yes, you can. But it's more convenient if you make a new account for the second console and share your games and apps with that console.

Besides what WPAK said the ONLY other way for them to use your gold sub on ANY none HOME console would be to have an account that has gold signed in at the same time as they are.

the family setup is mainly to be able to 'control' the child accounts, like for example setting screen time and what they can and can not do etc. Unfortunately it's not used to Share a Gold subscription across family members.

Regarding Xbox Live Gold or any other subscription, that in general is per account and can be shared across the Home console so other accounts are able to use the features.

If you would like the kids accounts to be able to play Online on both consoles, then a possible option would be to get Gold for one of those child accounts and have that account set the other console as Home console, so Gold will be available on that console
for all other accounts too.

Hopefully that answers the question on how to get Gold on both consoles in your situation.

If the Live service is not officially supported in your country then you may well be restricted to online gaming only. Other features that are available in supported countries may not be available for you to use where you live.

As far as choosing a default locale I'm afraid I do not know.
