i live in iran and have the same problem. i get the same warning. i tried the internet operator, i used a lot of free and paid dns, but it didnt work

Hello try running a power cycle on your console. Turn your console off and unplug it for 60 seconds. Reconnect it and turn it back on and see if that fixes the offline error.

Iran is not a supported Xbox Live country, hence why you get the error message. There is nothing you can do about it.
