I think the server that handles the tests is broken as Titanfall works even with a reported 100% packet loss.

What is going on with xbox one network connectivity? Even Edge days "server error". I have no connection and 100% packet loss

From the screenshot, I'm wondering how you believe you're getting a DDOS attack by these individuals while still having 0 packet loss? During a DDOS you'd have 100% packet loss, as that's how networking works. Your data is sent and received in packets.
Additionally, your ISP would have been alerted to a DDOS attack as it would have to pass through their network and any routers along the route from them to you, the router owners your ISP connects to would also be alerted. You also have a 52ms ping to the
server, also an indication of not having a DDOS attack as the ping is a measurement of the time it takes for a packet to be sent to and received from the server.

Games like Fortnite, COD, and more only use XBox Live to start a connection, from there, you're connecting to the game hosting server managed by the game developer. From your screenshot, it appears more of a server issue than a DDOS.

If you feel you had a DDOS attack, you need to report it to tech support of your ISP as that data is logged.

So I found out that you can mod any Server base games like World of Tanks, thanks to making the packet that is sent from the console to the sever which then tricks the server into thinking that the packet of data is legit and is part of the game.

Sever base games can be hacked and it has been done before with HALO and CoD Games remember where everyone was able to jump super high or someone could boot a player out of a match in CoD that was due to a packet hack on the server, so yes World of Tanks
can be hacked by a packet that is uploaded from a console or PC to the server tricking said server into thinking it's part of the game. I know people don't think this can happen but it can with what I have been seeing in a number of FPS games it is happening.
