Series X keeps downloading Control whenever I download a game from Xbox app to my console,...

Did all steps above, I tried on 2 consoles a series x and an Xbox one. Still no playability, i was able to download the game using the Xbox app on my phone, my both consoles still say I don't own it.

I only get the option to buy through that link and on the Series X console itself. I can download the game via the Xbox app on my phone but I can't run as it says I don't own it.

Ok I have both versions of GTA downloaded on my series x the Xbox one version works fine on the series x I then downloaded the series s/x version on the series x I then launched the game and it gives the error message

Any digital games or DLC you paid for are tied to the account that paid for it and the gamesaves are auto synced to the cloud.

I've got an Xbox One X and Series X and I have the digital games on both of them.

As for the gamesaves, whenever you start a game on your new console the game will sync with the cloud to download the gamesave.

In my personal experience, using the mobile app for downloading games is very much hit and miss....in 9 months of using my One X, not a single game queued up or downloaded on my console (despite doing it at least once a month), yet the first time i used it with my Series X and the games queued up as they should
