I just tried and the same. It can't find "earth defense force 2025" which is supposed to be free for september with "games with gold"

Earth Defence Force 2025 is the first 360 backwards compatible game on offer this month and should be available now. You may need to check whether the game is available in your Country/region https://majornelson.com/2019/08/29/xbox-live-games-with-gold-for-september-2019/

That's a preview and it's available for insiders, there's a process to register as insider to get access to it
