Seeking guidance from Microsoft on the Rock Band DLC issue

I know some of us have reported this numerous times in here. But, I don't recall ever getting a response from Microsoft. This is 100% reproducible. I'm seeking guidance from Microsoft with regard to what we can do about this. As it stands, our consoles are nearly useless with tons of rock band DLC installed. I have 2610 files for Rock Band alone.

Steps to reproduce:

1. 
   Factory reset console (to avoid OS on top of OS influences)
   
   
2. 
   Install SIMs 4 (using this as an example, because it seems to be the game that we use that is most heavily affected by having rock band installed)
   
   
3. 
   Play Sims 4. Enjoy, if that's your thing.
   
   
4. 
   Install Rock Band and every Rock Band DLC. I don't know that you actually need every piece of DLC to experience this problem. I have seen some folks who have experienced the issues with as few as 800 DLC.

   After all of the Rock Band DLC is recognized from within my games and apps, go ahead and try to play Sims 4 again. It will never load. I have waited more than three hours, before giving up. Other games, as well as the operating system itself, will become quite sluggish. Bringing up the guide, for instance, might take 30 seconds or more, whereas, it immediately loaded before rock band 4 was installed. Pinball FX3 will take about 20 minutes to recognize all 93 of the pinball tables, whereas, it only takes about two minutes prior to the installation of rock band 4. Etc.
   

I have gone through painstaking processes to replicate this and, possibly, find a workaround. There simply isn't one. I have factory reset my console at least four or five times since last week. I even moved all of my rock band DLC, along with the game, from the internal drive where it has always been over to the external drive with the hope that I could at least disconnect that external drive to enjoy playing the rest of my games. Unfortunately, that didn't help either. Even with the game not even connected to the system, even having it ever installed at all will cause all of the aforementioned problems. The only way everything acts normal is if I disconnect the drive that rock band is on, then perform a factory reset and never plug it back in. Once I plug it back in or even reinstall it to the internal drive, the problems will come back and be unresolvable without factory resetting it again.

I'm not the only one who is reporting this, I know. There are people in the rock band subreddit who are experiencing the same thing. Like some of them, I completely dropped out of The Insider builds last week thinking it might help. From my recollection, I was in the public build for a couple days last week and everything seemed to be fine. Then, the Friday public update came out and put me right back to where I was. I rejoined the skip ahead, thinking that if there is a fix, I will see it first. But, I want to hear from Microsoft. Is anything being done about this?

P.S. Earlier this evening, I filed a bug report when things were trash. I followed up with another bug report after I factory reset with my Rock Band content disconnected. I figured that it might be a good idea to send the log files from both a non-working and a working version of my console.
