Sea of thieves will not download (PC, Xbox app) - 0x803f8001

I'm sorry to hear that Sea of Thieves still does not download.

Are you running the Xbox (Beta) app as an administrator? Close the app, right click the app and select run as administrator.

Can you attempt to download a game like Metro Exodus which requires similar permissions to download? You don't have to complete the download just try to see if it starts.

Have you re-installed the app itself? Have you also tried installing the game directly from the Microsoft Store app and not the Xbox (beta) app?

I should have offered more detail - I first tried downloading it probably 6-8 weeks ago when i got Xbox Game Pass for PC but had the same issue so the issue predates whatever server issues occured yesterday. I never went back to it and just tried to get
it working yesterday.

I tried @Puggered's suggestion above, then I installed a minor update for windows which was available and restarted. I installed a small game (downwell) with no issue but no success with Sea of Thieves.

Sea of Thieves was experiencing server issues in the last 24 hours and could still be related to that. Their Twitter, https://twitter.com/seaofthieves, states that there was
a big developer update today. Have you updated your game from the Microsoft Store?

The thread you referenced looks like the OP's issue was just a transient error that had an underlying cause which just ended up resolving itself. Also that thread is over a year old and during that time it was also a server issue on the developer side. If
nothing else on that thread helps in your case, then the issue may be related to the server issues they were experiencing yesterday.

Do you have any available updates for Windows under Update & Security in your Windows settings?

Is it only Sea of Thieves giving you that error when trying to download? Do you have the Xbox Game Pass for PC or did you purchase the license? If you have Game Pass for PC can you try downloading another game from the library?

you can try to resgister the store with these steps below:

1. In the Search box, type CMD
   
2. Right click on Command Prompt and choose
   Run as administrator
   
3. In the command prompt, enter the following command:
   

PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

then try to download the game again
