Screen Black after start up and controller doesn't work because of error code

I just got hit with this error code too. Powering up the Xbox One, and it went straight to an error message with this code.

The console doesn't show a home screen, it's just a black screen and nothing else.

The controller seems to work because I can move around and click on "Close" to get the error message away.

I can also press the Xbox button to turn off the console or controller and that works. When I select that I

want to "Report a Problem", nothing comes up. Besides those things, I can't do anything with this console.

Voice commands doesn't work.

Well I should have mentioned that it doesn't close on its own. It just sits there on the screen. If I wait long enough the screen goes black sometimes, but that's it. No error code, no crashing. Just a the initial loading screen, or a black screen sometime
after.

Well the power cycle doesn't work and I can't get to a login screen. After the green start up screen, I get a black screen, then I press the xbox home button and I get to the error screen. Here is where I still get stuck on the error screen not wanting to
close.

Next issue will be that I don't have a windows pc to download to a usb. Yeah, always a pot hole right where you already have a bump in the road.

Same problem here, I got the black screen after turn on. After 2 minutes the green screen shows up, and I get stuck on green screen. Unfortunately I can't restore factory configuration, because the xbox doesn't start from pen drive. I don't know what to
do.
