Sanctuary Hills and other settlements greyed out

I picked up dog meat that I had stationed at Sanctuary Hills, he was staying in his dog house. then when I went to send him back to Sanctuary Hills after I picked up Piper, from her office in Diamond city, Sanctury Hills is greyed out and I can't send
dog meat back there nor any of the other followers for that matter. Along with some other settlements I couldn't send them to. My charisma level is only 8, & I only have 18 people at Sanctuary Hills, with 25 beds. and the other place that I could not send
them to there was only 4 people at that the other one. I would rather keep dog meat at Sanctuary Hills. Is there any way to send him back there? That's where I have left him for almost the whole time I've been playing this game. and now I can't send him back
there. Or any of my followers like I said back there. Is this a glitch? Is there a way around it so I could send him back?

Linking Settlements Question Slight Spoiler

Ok, last night I was able to find a free settler in Sanctuary and send him to the Castle. Does this mean all my settlements are linked? Or do I need to send the same settler to all the other settlements?

Supply line question here. I set up a settler in each settlement to link with Sanctuary, will this work or do I need to link them with each other also?

You have reached the population cap of sanctuary hills which is 10+charisma.

What you need to do is press B when asked to choose a settlement which will send him to the last settlement you got him. If that was sanctuary then that's where he'll go. Alternatively raise your charisma with clothing or alcohol which might temporalily
raise the population cap so you can choose where to send them.

thanks for the heads up,. I thought the population capacity was at least 20. If it's 18 now that's 10 plus my 8 charisma, there's room for two more shouldn't he be able to go there? Well right now he's at the red rocket station just south of it. So if I
go and pick him up now and try to drop him back off at Sanctuary by hitting me it won't work because it automatically put him back to red rocket station.

ok, thanks for the tip I change the apparel and found something that added +2 to my charisma, and I was able to save dog at Sanctuary Hills. I also turned off the Beacon so wouldn't bring any more people in. I've got 18 in there now. But if I saved anymore
I don't think I could be able to put dog back there again.I also noticed that when I have paper who is my love interest because she's hot hehehe but aside from that my weight carry limit for my character slows me right down. Is that because her items that
she's carrying totals for mine too it slows me down?

The limitations for all of the settlements is something that I wish had been addressed by now. Thankfully, there are mods to remove the building limitations but it would be nice to gather 30 to 50 settlers, over time, in the settlements. Or at least, continue
to gain settlers until you turn off the recruitment beacons. Otherwise, settlements like Sanctuary, that has large areas for building, are under utilized. But, we have mods that allow for all of that extra stuff.
