    I too am having the same error message when I try to watch TV. I also have Directv.

    Very same problem, and I did everything. Cancel my payment method, insert it again, confirm card details, on the console, online... Everything on the MS support manual (read to me through a nice telephone support guy) but nothing...

    Same 831188FE error...

    I double checked all of the info, and even added some "optional" info, but still no luck! Even even deleted the profile, and cache again after that, but I keep getting the same error. It's really quite frustrating...

    I'd suggest everyone check every last detail in their profile, including their address, although that shouldn't be mandatory, but after I did that, and added additional "optional" info, followed by the delete profile/cache, restart, load profile, restart
    "tip", it seems to be ok now [fingers crossed]...I also deleted an old/outdated "billing/payment method." I'm really not sure what (if anything...) "fixed" the issue, but it is indeed working. I am a bit disappointed, however, in that I pay for a service that
    seems to have frequent issues (frequent enough, anyway!!), while my friends with PS3's enjoy a free/included online service, and don't experience the number if problems I have had over the years...I'm leaning toward ps4 over xbox one at this point, for that
    reason alone!!!
