Tried the things listed, none worked. Thanks for the reply and effort put into it though! I really appreciate that someone tried to help me.
Here's some additional info I think may help if you want to continue researching the problem:
My OS is Windows 7
I use headphones
The biggest clue probably - for the game Terraria there's an API called TModLoader for loading modifications in the game. When I play Terraria through TModLoader there is no sound, yet when I start up a fan-made 64-bit TModLoader version built on FNA instead of XNA, the sound is there, but certain things crash the game.

I looked up your issue and found a solution on Stardew Valley’s Wikipedia that could help you! If audio plays fine in your browser or other apps/games, but the game itself is silent, these are some common fixes:

1. Make sure that your computer is completely updated
   
2. Make sure that you have the latest version of Stardew Valley installed
   
3. Restart your computer
   
4. Make sure that the Windows Mixer isn’t muting the game
   
   1. Launch the game and minimize the window
      
   2. Right-click the speaker icon in the bottom-right taskbar area
      
   3. Choose ‘Open Volume Mixer’
      
   4. Find your game and drag its slider up
      
5. Make sure that the in-game sound slider options aren’t muted
   
6. Reinstall .NET Framework 4.5.2 and XNA Framework 4.0 (instructions on how to do so can be found here: https://stardewvalleywiki.com/Modding:Player_Guide/Troubleshooting#Game_doesn.27t_launch)
   

For Terraria, the solution seems similar. A Systems Administrator within the Terraria Forums provided these instructions to help someone that was also struggling with this same issue, which can be found at this link (PC - No Audio on Terraria | Terraria Community Forums):

1. Delete the “config.json” file located in your save directory which is \Documents\My Games\Terraria
   
2. Launch Terraria and see if you have audio
   

If that doesn’t work, they recommend reinstalling the XNA Framework to verify that it’s functioning as expected.

1. Uninstall XNA Framework from the Control Panel

You should be able to purchase XNA off the secondary account with out the use of the primary.

XNA is subscription based like Elite - so it should act the same.
