rope coil is missing

Gone back in the Soviet installation where you escape prison and the rope post above broken stairs is missing was there first time but not now so I am stuck with no way out. cannot continue as game save is here can anybody help. I have no other save slots
and cant escape

coil whine with latest update

The latest system update from 8/5/2016 has introduced coil whine to my xbox one. Coil whine is a buzzing sound that can be heard from across the room, but only when the system is idle, for example at the home screen. It goes away when the system is being
stressed, for example playing a game. It is also present in instant on mode. This coil whine was not there before the update. From what I have read an update long ago fixed coil whine for many. This most recent update has reintroduced it.

Due to age of the post, you probably have already figured it out, but just in case or for anyone else with the same issue: there is an uncovered crawlspace entrance nearby where you go. Since the room you went to using that rope was only for the cutscene,
it gets sealed off when you return, but the crawlspace takes you through the section under the room just like during the story earlier. You even have to use that crawlspace to get back to that area when you fast travel to the camp in the middle of the Gulag.
