Romanian compability when on Xbox?

That would be because Romania is not an Xbox Live region. It may come in the future but sometimes it is not possible due to a country's laws or regulations. Microsoft is always looking at ways to bring their products to new regions. Best thing you can do is speak to your local government representative to ask them if there is a reason why.

Bear in mind that Sony and Microsoft are from 2 completely different countries and so have to comply with different laws in their respective country.
