At the end of 2016 it showed I had about $70 to go till level 3, unfortunately I didn't quite make that distance in funds as it was a tight Xmas with money, but come this year, I lost that entire progress of level 2 and are back at the start of level 2.
With only a few dollars off, why no roll up to level 3? I spent heaps at the end of the year to try and get me there, just frustrating to lose that progress when it involves real money.

I prestiged earlier today, got to lvl 8. Log on later to see I am just barely into level 80 of the previous prestige. What gives? That is like 2hrs lost. I signed up for Elite(free one).

Everyone was reset to zero starting January 1st, 2017 and will maintain their current rank rebates while this years purchases will increase to determine our ranking for next year (2018). The program does not roll-up because the program defines the terms
by which we must achieve in order to be rewarded.

This MyVIP re-calibration occurs yearly. Normally it would occur in September, but this year we extended the deadline to December to better fit user expectations of when the end of the year occurs. Unfortunately, since you did not reach the 3 star requirement
of $1200 AUD, you remained at the 2 star level.

I found this to work for me : (from this link: forums.xbox.com/.../2076129.aspx

"Try going offline, restarting your Xbox from the snap menu, then going back online after it starts up."

I started a different game & it asked me to go offline. I did, then restarted my xbox. When it came back up I was able to play online again
