Rock Band 4 DLC downloads failing

I recently purchased Rock Band 4 and am having some trouble downloading dlc for the game. I have purchased about 200 songs over the years, and about a quarter of them refuse to download. Whenever I try to download one of these
problem songs, the download usually stops on either 160 kb or 192 to kb. After getting stuck, the whole console slows to a crawl, especially whenever I try to access "My games and apps." Sometimes a notification pops up saying that the installation has stopped
and the console resumes normal behavior. Trying to resume the download results in the same problems. If I do not get that notification, the console continues to be slow until I manually cancel the download.

I have already tried clearing local save data and power cycling the console but to no avail. Any help is appreciated.

Rock band export keys not working in Rock Band 4

I am attempting to import into Rock Band 4 my songs from Rock Band 1, Rock Band 2, and Lego Rock Band. My download history as shown in
Sign in to your Microsoft account shows export keys for all 3. However following the links goes to a missing / bad page, such as : https://marketplace.xbox.com/en-US/...port-Key/00000000-0000-400c-80cf-009945410829

Consequently, I am unable to import these songs into Rock Band 4. Please inform me of the correct links and how to fix this problem. Thanks.

 

Rock Band 4 DLC export - some recently bought DLC on Xbox 360 Rock Band 3 is not showing as purchased on Xbox One.

Hi, I've had an Xbox One for just over a week now and purchased it primarily for Rock Band 4 so I'm somewhat new to the Xbox One.

The problem I'm having is Harmonix who makes the Rock Band series has stated that all DLC purchased for Rock Band 1-3 will be able to be used in Rock Band 4.

I purchased some DLC about a month ago for Rock Band 3 because there were some newer DLC for it at the start of 2015 and I purchased some older DLC tracks at the same time, unfortunately when it came to redownloading these tracks on Rock Band 4, this batch
of purchases were some of the only tracks which came up as "not already owned" and tried to charge me again to download them.

I'm wondering if this is some sort of license transfer issue, it seems the tracks affected are the most recently purchased ones.

Sorry if this is the wrong place to ask,, it's just Harmonix support links directed me here as it relates to DLC purchase rights on Xbox One.

I can provide details of the DLC tracks which are not showing as owned if that helps matters.
