You'll have to check the card statement to verify 100% because things do break, but if it's asking you to pay again 99.9% of the time that means the charge didn't go through. if it did charge you multiple times you'll need to contact support to get that
sorted out, but they WILL sort it out.

I can't comment on the Halo MCC, because I didn't buy that one, but the vast majority of issues you seem to be having might be due to a faulty console. I've never had to wait anymore than a few hours for game downloads, and I have 25 MB/s as my Internet
speed. When was the last time you did a hard reboot of the console?
