It's also up to the game publisher (in the case Namco) what regions they make their games available for on Games on Demand, not Microsoft.

In any case, second hand copies of this game can be picked up cheaply now in the UK. I couldn't find any on the Game or Gamestation site, but I did find some via CEX

The only other way is to check your local retailers.

I would hope the play.com link would be for a brand new copy, which the £19.99 price would be consistent with. I would buy it from CEX, it's only £6.00 on there, its second hand though. Remember that if the game doesn't work you can always return it.
I've bought a few games from the CEX stores, but not online yet. The store copies I've had have been in good condition, so that should be too.

It's an extremely hard game to track down new now.
