Since only one of your pre-orders was made after the offer had been created, only that purchase was eligible. From the FAQ:

How do I earn Rewards with the Games on Demand Pre-Order Punchcard?



Earn 15,000 Rewards Credits and 5 MyVIP Gems when you pre-order three eligible (see descriptor in next question) digital Games on Demand titles in the Microsoft Store between October 1, 2017 00:00 UTC and December 31, 2017 23:59 UTC. You must pre-order
each game before its shown release date to qualify. Please note that retail Microsoft Store purchases do not apply. Please visit http://www.worldtimeserver.com or another world time database to

So let me get this straight. (Your post is hard to read because of formatting, terrible spelling and grammar.)

You had the deluxe version pre-ordered. You cancelled that and pre-ordered the ultimate edition. When the game was released to play you were given the bonuses from both the deluxe version and the ultimate version. Some time goes by and the company contacts
you and states you need to buy the deluxe version. If you don't buy the deluxe version, your account will be banned.

When did you do this? Obviously before the game came out?

How did you pay for the pre-order? How did you pay for the second deluxe edition? If you paid with a credit card, I'd suggest talking to them about it - it might be against the card holder agreement to do what the company did.

Hello, thank you for replying, I have a quick question. In the Xbox App when I go to Microsoft Flight Simulator I can access it there Icloud but if I buy the Premium Deluxe Edition will I be able it to play it Icloud?

I can buy the Premium Deluxe in the Market Place in the cloud version but if buy it there will I be able later to download the game with the Premium Deluxe Version or it will be only for the Cloud version?

So you canceled the pre-order for the deluxe before they game came out, then bought the ultimate version, then you were told you have to buy the deluxe?

Hi, No this did not work. I think the issue is with the store. If I go to the MS store on pc and check the listing, it shows only holding the main game and not the preorder and delux content. The product linked to preorders seems to have been done incorrectly, so preorders of the deluxe edition only link to the standard game when going to download the delux preorder. If you check reviews in the xbox store you will see that all customers who have preordered the delux version have only received the standard version. I think the preorder and delux content will need to be applied to the accounts of preorder customers or they will need to be refunded for the add on's so they can then purchase them from the store again once they have been refunded for the missing dlc.
