Reviewing xbox support people

If you haven't done so already, you would need to file a complaint on him via the console in order for the enforcement team to investigate him. Calling out other gamers is not allowed on the forums.

As far as I can tell, although xbox claims that your preferred rating is people who "preferred or did not submit a review about you," the system does not actually count the people that submit no review about you. It simply is a rating that compares the number
of people that have sent in a good review about you to the number of people that have submitted a negative review. The ratings may appear to be skewed toward negative numbers and reviews simply because far fewer people take the time to send in good reviews
about others...afterall most people seem to like to send in complaints rather than compliments. That is my take on the rep system.

I suggest that people affected by this problem and unsatisfied with Microsoft's support report the issue to the Better Business Bureau.

your friend will have to use enforcement.xbox.com for information and perhaps got the option to do a case review. That is the only place regarding enforcement information.

People in the forums will not be able to assist with enforcement actions (Neither can Xbox Support)

Unfortunately support are known for sending people to the forums with incorrect information. If your suspension is not eligible for a case review, then there is nothing else you can do.
