Resident Evil 7 Play anywhere won't download

Purchased game on Xbox one. Tried installing it on my windows 10 PC but the download in the store app keeps freezing. The download is currently at 0.10kb out of 776.kb. Clearly the game should be must larger than this so there must be some sort of problem.

Resident Evil 7 Play anywhere problem

I bought the game for my xbox one, but I cant seem to be able to install it on my windows 10, even though they are using the same account.

It tells me to buy the game, but I own the game on xbox and this should be a play anywhere title.
