As Javier's link explained, you get 5 changes a year and can't change again until the 1 year anniversary of the first change and customer service does not have any way to change that.

Help when you see the message, Can’t make this your home Xbox. You may be eligible to receive an exception.

You can also get help with your home Xbox in Xbox Assist. Press the
Xbox button to open the guide, select
System > Xbox Assist, choose My Xbox Assist >
Search, and then enter My Home Xbox.

You do get 1 additional change 12 months after you set a home Xbox, this applies every time you make a new Xbox One your Home Xbox.

Reset the home xbox thing it will remove it from other accounts that home xboxed your account then if you made too many switches dimply go to the help app and go to my home xbox it should give you one free switch

It's possible the previous owner just forgot to factory reset the Xbox and their account and content is still installed on the console and as mentioned previouslym the previous owner's account may still be set up as the Home Console. Every account can only
have one Home Console, but one Xbox can have multiple accounts using it as a Home console. So yes, you are correct.

I suggest giving the Xbox a factory reset and starting fresh with your own account and content. Go to Settings>System>Console Info>Reset Console>Reset and remove everything. The reset will start your console like it's brand new and you will have to re-add
your account and connect to a network to download any updates. This guide should help you further:
