My rewards account is UK based, my UK Personal MS Commerce billing details are all correct, however rewards still error on depositing.

Well your chamber of commerce and laws must allow it

If it is too costly for a business to open a server in that country vs the subscriber gain no-one will do it

Som countries.do.have a high license cost or laws that impede onl@e services

There are many licensing agreements for the games as well as local laws, regulations, financial security concerns and many other things.

And as ngocphi mentioned, there is the cost x benefit thing. If the Xbox team think that they will spend too much to invest in a country that will not give them so much return, they will not do it.

After reviewing your account, it appears that you are currently being affected by a known database issue which is interfering with the information on your account. What is happening is that your billable account information is being incorrectly communicated
