For the love of all things, i hope microsoft have a system noise mute feature. Im coming from PS4 and having a noise for every movement in the UI is migraine-inducing.

Can anyone tell me where it is?

October 2019 Xbox Update Delivers New Family Settings Features, Wish List Notifications, and More

Some interesting features here even if it doesnt include the UI update as you've mentioned. I really hope that they take the time they need to focus on speed and optimization before rolling it out.

According to this website blocking and muting does effect reputation.

So according to that article the feature is already in place and it's determined by using the Block/Mute options.

I mute people all the time that aren't necessarily "bad guys" I just prefer to not listen to the overly chatty, the 10 yr olds with high pitched voices who feel the need to sing or the non-English speaking. I muted three guys in Forza on Sunday who were speaking
French in our lobby, may have been great guys.

Block I can understand but mute probably needs to be reconsidered.

    New Xb1 experience issues

Kinect gestures were removed from the UI as it was a feature which was not used by many. It can be implemented in the future but I would recommend going to the
http://xbox.uservoice.com/ page and adding a request or voting on a request if it has been created already. I recommend the same for any feature you wish to be added or would like returned.

You can still snap using the double tap on the xbox button or using voice commands.

I would rather have a faster/better gaming system rather then a system that has more features (UI)

The Xbox Enforcement United program will crowdsource community opinion about content found on Xbox Live and will determine if said content violates Xbox Live Code of Conduct

Exactly the mute button is always there if people annoy you we don't need a new system if we already got one
