The best way to report an individual is through their profile directly. Once you report them, that will notify the Enforcement Team and they will take appropriate action.

No. The only way to report a player is through the report option of their profile. The enforcement team does not accept outside evidence as they have everything they need to investigate the issue.

File a UA w/ Xbox Live Support and provide the details on your account breach/compromise.

You will not (or I dare say 'should not') be able to acquire any information from Xbox Live support on the e-mail address associated with any one individual gamertag. It's not beyond the possibilty however that someone can social engineer an XBOX Live employee
into divulging in error the e-mail address associated with a gamertag.

It would also not help you knowing that individual's e-mail address as recovering what is now 'your' lost account, short of filing a police report or complaint against that individuals ISP/e-mail provider, is just not going to happen.

How do I report hackers or cheaters?

Report the player using the in-game reporting feature:

1. Highlight the player you wish to report while in the Game Lobby.
   
2. Press "A" (Xbox 360) to bring up the "Player Option" menu.
3. Select "Report Player".
4. Select the offense you wish to report from one of the four categories: Offensive Language, Exploiting, Cheating, Boosting
