Reoccurring error code (0x8027025a)

Hi everyone.

Recently I've been having trouble with the "For Some reason ___ has taken too long to start. (0x8027025a)" error code occur upon every time I boot up my Xbox One X.

If I simply restart my console or perform a standard hard reset then the console boots up find but doesn't connect to any of my devices (Controller either wired or wireless, External hard drive, USB headsets etc.), making it impossible to use my Xbox.

The only way I have found to combat the issue is to disconnect all power to the console for 30+ seconds before rebooting. This is fine but I'm having to do this every time I boot up the console normally after inactivity, which is quite inconvenient.

I had this issue previously and had it down to storage. I realised that everything was installing to the internal memory rather than my hard drive which filled my storage, I transferred everything over to my 3TB which then resolved the issue. This time though,
I still have 1.6TB of space left on my external and there are no games/apps installed internally.

I was wondering if anyone else has experienced and found a solution to the problem or anyone with any suggestions on how to proceed.
