Sorry but the forums are not for that kind of thing. I do know there is some clubs on the xbox one that do have allows people with disability's and Learning difficulty safe places to make friends and such. Here is how to create them and you can also search
them up on the same tab https://support.xbox.com/en-US/browse/xbox-one/xbox-live/Clubs and Looking for Group

If you're not able to add him for whatever the reason may be, try having him add you.

When your friend adds you, you'll receive a notification like this ''this people has added you as a friend'' (something like this)

Go check it out and friend him back.

Add him as your friend tell him accept telhe friend request. And send u an invite or u can create him and xbox live account too

What exactly is the error message he's getting?

Please ask your friend to go to his account privacy settings on https://account.xbox.com/Settings then click on Xbox Series X/S privacy tab then make sure that "You can add friends" is set to "Allow" at the bottom part and save changes.
